Only reason Robert Mueller did not write whether to impeach President is because of the law he is not allowed to say it about the acting President because it can harm his duty. Even though Mueller gives subtle hints that it lies in the hands of congress and also that trump can be prosecuted when he is out of office. This report will never leave Trump no matter how much white supremacist try to protect Trump in the next election because after that he cant be president and then he can be tried for obstruction of justice. He has clearly obstructed justice its just that Mueller can’t say it directly in report because of the law and no one is above it. Impeachment requires house majority so it all lies in public hands now and coming 2020 election. If house had democratic majority now then no doubt he would be gone. How shameful to see US President like this if there was anyone else in any other country he/she surely would have resigned like Nexon even his crimes were not such heinous. This President has betrayed the public faith and American democracy and its pillars are broken now so sad to see this happen in such a beautiful country.
